Below, we’ve pulled out some highlights of What’s New this year at RBCS



Flat Rate Reimbursement Criteria


All eligible families (grades 1-6) can enroll in the Flat Rate reimbursement program offered by the School District of Philadelphia. In order to receive the monthly transportation reimbursement student’s attendance must be 70% or better (This is verified each month before payment can be issued). Additionally, students must adhere to the RBCS admission and dismissal times. 


Criteria for disenrollment in the flat rate reimbursement program at RBCS:

  • Chronic Lateness (admission is from 8:30-9:00 am. Students arriving after 9:00 am are considered late)
  • Chronic late pickup (dismissal is from 3:30-4:00 pm. Students who are picked up after 4:00 pm are considered late)

*Chronic is defined as six or more instances of lateness.


In the event of disenrollment, students will be placed on the School Bus. If families do not wish for the student(s) to be placed on the school bus, they can continue to pick up their child(ren) by car; however, no flat rate reimbursement will be given. 


Before & After Care


Before and After care will look different at Russell Byers this year. We know that many of our families relied on this service, which was sponsored through a combination of our 21st Century Grant and CCIS payment offsets for eligible families. Last school year was the end of our 21st Century Grant and we are no longer participating in the CCIS subsidized program. Therefore, we will not be offering before and after care as we have in the past. As soon as we knew this was the decision we would have to make, we communicated with you all in the hopes that you would have ample time to make other arrangements. 

As a reminder, all students in grades 1-6 are eligible for the School Bus, free of charge and all students in grades 7-8 are eligible for free Septa Key Cards for getting to and from school. 


4K/5K Before School Club will be offered for students in 4K and 5K (as they are not eligible to ride the school bus). 4K/5K Before School Club is from 7:30-8:30 am. Interested families should reach out to [email protected] to register. 


4K/5K After School Club will be offered for students in 4K and 5K (as they are not eligible to ride the school bus). 4K/5KAfter School Club is from 4:00 pm to 5:30 pm. Interested families should reach out to [email protected] to register. 

*Students picked up late (after 5:30 pm) from 4K/5K After School Club will be removed from the club after 3 occurrences. 


Late Pick-Up Policy

  • Parents/Guardians are expected to pick up their child(ren) each day by 4:00 pm.
  • Students who are not picked up by 4:00 pm will be sent to the front lobby. Staff will not be available past 4:00 pm. 
  • Late pickups will be tracked in the student information system. After three late pickups, families will be charged $1 a minute beginning at 4:05 pm. 

  • Families who have habitual late pickups will be required to attend a mandatory meeting to discuss alternative dismissal and placement options.
